                <text>In June 2014, The Museum of New  Zealand, Te Papa, made more than 30,000 high resolution images of its collection available to the public to download and reuse.  The images were made available with No Known Copyright Restriction statements (17,000 images) or Creative Commons attribution, non-commercial, no derivatives BY-NC-ND licenses (14,000 images) through Te Papa’s collections website, Collections Online (www.collections.tepapa.govt.nz). This paper describes Te Papa’s open access program with an emphasis on the results of the program after one year of activity.&#13;
&#13;
The paper is divided into three parts. Part One details the reasons why Te Papa developed an open access program, describing what we hoped might happen if we made our collection images available for reuse; and exploring the international, New Zealand and organisational context within which the decision to support an open access program was made. Part Two explains Te Papa’s open access program in more depth, documenting what we put in place to deliver downloadable images and describing the initial response we received after launch. The final part of the paper, Part Three, explores the results of the program one year on, describing the extent – and ways – to which Te Papa’s collection images have been used; and compares this activity with similar open access programs internationally.</text>

This talk will address how the cultural heritage sector can adopt a layered approach, with different degrees of openness. An overall goal of cultural heritage institutions in the digital age can be to provide as much access as possible and to be as open as possible towards reuse and remix practices. How open this is, however, might change depending on specific user communities, and it can also be different depending on the content being shared.&#13;
&#13;
The idea of ‘constructed cultural commons’ can provide a useful background or philosophy for initiatives the sector is undertaking. Some of the guiding principles of this approach are the intrinsic value of culture and digital cultural artefacts, the rights of users to sustainable access to these valuable assets, and the need for diversity and inclusiveness of the offer – also with regards to copyright status, in order to avoid a ‘digital black hole of 20th century content’. This ‘as open as possible’ philosophy, with respect to rights but without being unnecessarily constraining, can inspire cultural policy and cultural institutions’ digital experimentation.</text>

                <text>The Livrustkammaren och Skoklosters slott med Stiftelsen Hallwylska museet in Sweden has about 50 people on its staff and a limited budget. About 300,000 people visit the three museums combined each year. At the same time, their collection is shared all over the world and receives millions of views.&#13;
&#13;
This paper investigates how they have achieved this and how they worked with their digital collection using limited resources. The paper explores the preparation, the decisions taken, the process and the results. In addition that, the paper will also take a closer look at some of the copyright issues that had to be dealt with and specifically at the difference between the generation of copyright between two- and three-dimensional objects. Finally it also includes the full transcript of the interview we had with Karin Nilsson which is well worth a read.</text>
